Separator , has been changed to .

Hello! something happened wrong on my site..
Situation is: It is showing . as separator value instead of ,
and showing , where is must show .
SeparatorExample: it must turn 1000 into 1,000 . but it is showing 1.000
PointExample: it must show 99.9 % but it is showing 99,9 %

I guess something is wrong with VB language phrase. but i do not know how to resolve it.
