While PC-HelpForum isn't a primarily english speaking forum, the customizations and vast amount of support throughout it proves it belongs in the winners category. With tons of options for their users, including tons and tons of hardware and software reviews its hard not to find something interesting for their users. It also shows that many users are getting involved and staying involved with their site which is one of the most important aspects of a forum.
