Need help header - banner etc to do work


OK

After wasting around a day of my life hunting down information and trying myriad of template alterations, code etc I GIVE UP!

If you look at the attached what I am trying to achieve is simple.

1st of all I'd like the current header image/banner thing to match the forum width ... for various browsers. So if some0one on 800 wide is viewing it should match and same for 1200 wide. The actual banner is a 750 wide jpg

2nd in the gap there I'd like to have a series or row of live feed digital clocks. As we are an international arborists forum I'd like to see times displayed for say New York, Germany, London, Sydney . I suppose what we need is a html table or css div things slipped in there which also houses the banner. I'd like the clocks to be digital and show Day, time in 24hour mode and be fed from another world clock site so it's independent of peoples own PC's.

3rd In that same area to have the opportunity to advertise with gifs similar to this site. www.arboristsite.com

However here's a challenge for the code brainiacs. How could I have different ads presented for different countries/IP's/locations. For example, a Sydney based tree businees could have a flashing gif link but why have that show in New York? If it's possible it would be great, I know Google works on this principal but frankly I feel like dumping them.

Also if you look at the home page of my forum toward the bottom you'll notice a Sponsored Links ad box I did (currently has google in there). I'd like to use that area also for these gif links for advertising.

So, I need help, know what I want just dont know how to go about it. I think if those areas draw in a html document then I can manipulate that html document a lot easier than this Vbulletin code. I could easily change ad sizes and links etc and that would then be called up and inserted into the forum.

Help would be great on this, again have a look www.arboristsite.com home page up the top and see how they did it, I'm sure they're calling up a html document.
