Because this is the problem I am currently facing with the free skin I have, since the developer isn’t seems to be updating it and this alone would prove to be a hindrance in upgrading to the latest version of vBulletin.

If I pay for a skin, I expect this issue to be not there for at least a year. Because it doesn’t makes sense for me to keep buying new skins every few months just so I can keep up with vBulletin's upgrade policy!
Lets take vBSkinworks for example(correct me if I'm wrong, please):

Right now, the stable version is 3.6.8 and you bought one skin. They will provide Skin upgrades to the latest version one year from the date of sale no matter how many vB updates. If you buy today and 3.7 comes out in a month, then the 3.7 version of the skin will also follow. If 3.7.1 comes out after that, you'll also have an update.

That is definitely food for thought. I personally would consider doing that for my paid skins. I know quit a few shops do that and include all the versions in there zip file.
