That's napy from vb.org. He used to be the sole designer for forumthemes.com aka vbskins.com.

He's a great guy and excellent designer. You can't go wrong with him, imo.

I've got some friends that I'm helping with their sites (I guess they are technically clients ) and some of them are going for these themes. Very nicely done and for a very small fee.
