I'm thinking the give rep button is just lost in the style layout. It should maybe be near the rep display? It's kinda odd they did it that way.

I used it. I read a post by someone that told them to use it instead of posting "thank you"

On my site, I've only given permissions to the moderation staff to give out reputation points. I've found the reputation points along with the comments mean more to the individual coming from staff as seen by increased quality posting by the member shortly after point is given. By also instructing staff to give it out, you're nearly certain that the button will be used frequently and meaningfully.

Other than the purpose mentioned above, reputation points mean very little to me, as well as the little rating stars.
