drop menu in home portal

i made a portal and put it in the root dir, then put the forum in /forum/ dir, the drop menu for the quick links in the navbar works fine in the forum, but in portal, when i click it, it just refreshes the page, the when i click on the it again, nothing happens. how do i make the drop menu work in portal?
