AdminCP - User Profile Fields - User Profile Field Manager - Choose edit in front of Location - Select "Yes" in front of Field Required.

AdminCP - vBulletin Options - User Registration Options - In front of COPPA Registration System choose "Deny registration for users aged under 13 years"
