ignore hack

from time to time, as im sure we all have, i have a few members on my site who dont get on....ive requested several times they put each other on ignore which they choose not to do(probably cos they enjoy the trouble), I've often wished it would be possible to override their account and put a user on ignore on their behalf, which they can then not undo. does such a hack exist? could save a lot of headaches if it did.
