How do I make the full what's going on box visible to guests? Making me insane looking for the switch!!!

it is set by default, have you added any hacks that hide it ?

Go to vBulletin Options --> Who's Online Options. Change "Who's Online Display Guests" to "Yes". Also make sure "Who's Online Enabled" is set to "Yes."

That will toggle the first part, but not the rest of it. oddness...

It looks you've moved the WGO box, maybe you left some code out ?

Yeah you or somebody or something else must have modified the code as that's the only option.
