Why take chances? Use a free forum script like phpbb or SMF and when you have the money, upgrade to vbulletin. This is what I did with my first forum and this is the route I am taking with my newly launched forum.

Would everything transfer over to vBulletin? Members, Avatars, Signatures, Password, E-mail, Posts, Threads, etc?

Is this a hard process?

Alright, do you recommend me starting with phpbb and then transferring to vBulletin later on?

Go with Phpbb or SMF, though with phpbb even the older URL's can be 301 redirected to newer vbulletin ones, not sure about SMF ones.
