List of IP's and emails to ban anyone?

Throughout my exploration of these sites once upon a time I did see a great list of bad azzed IP's and email addresses to ban.

Anyone got a clue as to where that list is? I'd like to get in early and ban them all!

And whilst we're on the subject what is a good hack to prevent spammers and such + how does the hack work and know who is a spammer etc?
