Because the webmaster tools still says it has not generated any sitelinks..

Yep, it is. To get sitelinks you need alot of visits to your site, that from what I read on their pages, when I had no clue why only a few sites had sitelinks.
So this isn`t really related to indexing. Google just notices that people browsing google.com are using specific links. And you need a good amount of visitors.
