As far as an SEO standpoint, I'd add longer forum descriptions.

From the SEO standpoint, does it matter what is in the title as long as it's longer. In other words, is it mostly because longer phrases get indexed better, or simply because they're more descriptive? In case of the z/Journal forums I could expand the forum name "z/OS", for example, to "z/OS discussion", but as far as expanding "z/OS" I don't know what could be done since that's the name of the operating system

I was referring to the forum descriptions.. such as..
"Discussion about z/OS and OS/390"

If you can lengthen this out, it will help.. You don't want to be changing your title around much, you'll have to get re-indexed each time.
