File a payback with paypal. And then go to vbulletin.com And let them know and show them this thread and all. And see if you can get like an email or something from them that you can give to paypal to back your claim. You maybe able to get your money back. But I would talk to paypal and vbulletin.com I had this happen to a friend and after talking to both they were able to get their money back.

Blake, I showed vBulletin.com this thread and they really don't care because they get lot of disputes like this and it's too much for them to handle.

I'll just file dispute with paypal for the $80 I sent him, and if that doesn't work out.. leave it.

This guy transferred the license to this email aceajay@gmail.com from what vBulletin has told me.

That sounds like it was transferred to Acers... ace for acers and ajay is his name from what I see in vBSEO profile.
