Truth be known if your Welcome Header only shows on Forum Home You dont need to make it an image , But you can Pimp it out and include Key workds and links and use it as a tool .
Im not a Coder or a Designer And my templates are like swiss Cheese with template edits ect... So use at your own risk

the next thing in the template "Should" Be Of Course you will need to change the links ect for help with editing the HTML I find this page helpful NCDesign Style Sheet Guide
Theres Your Shell Edit as you will to include items for your forum , dont forget to upload your Back ground image somewhere and point to it

Changing to your Img and your links ect...
Add to the bottom of your Main CSS ADDITIONAL CSS DEFINITIONS PHP Code: #links2 {font-family: verdana;}

I did this with help from VBSEO
and my welcome message only shows on Forum home So i get the Good (HOME) Google link for my site and my other links on google dont have repeated info in them (Which is why people make it an IMG but you dont have to if you do it like this )
