In my forum there are instances where people are linking out to sites/forums that are in direct competition to us. In some instances the links are justified and I wouldn’t like to remove them, however I don’t want to pass on PR to those sites, so is there a way to convert links to specific sites into nofollow ones?

If you have vbseo you can add those sites to the black list.

I'm not sure if it can be done without vbseo ?
