You dont. You cant stop people from registering and not posting. you can purge accounts however

Gosh, Vbulletin is making a ton of money! 700x160 = $112,000 and that's just from a small sample here. Then you have the skin designers making some cash, service providers, and other graphic designers making even more money ...boy who knew something like this would make so much. I wish I knew more about graphics software.

Vbuletin sold not to long ago to internet brands. My gess is in the muli, multi, multi millions
